Are the roads in an through Atlantic Station (Atlanta, GA) public or private?

Are the running the development in the property of the (city or state) government, or are they considered property of Atlantic ? For example, I know that the 17th Street Bridge, just outside of the development, is owned by the Georgia Department of Transportation, but what of the portion of that road that goes through Atlantic , and other roads (State, Market, etc.)?

    17th street is probably public, but north of that, within the development, I would guess private – kind of like the “roads” around a mall parking lot.
